St. Tammany's Fire Ratings Improved. Small Savings Are Worth Chasing.

Recent fire rating upgrades in St. Tammany Parish lower property insurance premiums, creating compounding savings for buyers in seller-financed deals.

An insurance policy sits in a mailbox overlooking a residential neighborhood with houses and a water tower.

A title company gets a file where the buyer and seller have agreed to a private mortgage, and everyone is heavily focused on the interest rate and the monthly principal. The property insurance premium is typically treated as a fixed number that simply gets plugged into the closing statement. But treating insurance as a permanent, unchanging line item leaves money on the table for both parties over the life of an installment contract.

Property insurance costs have been a major friction point in recent years, but specific local improvements are generating incremental relief. In early August 2026, the Louisiana Department of Insurance announced fire rating improvements for several districts, including St. Tammany Parish Fire District 2 in Madisonville moving from a Class 2 to a Class 1, and Fire District 3 in Lacombe improving from a Class 4 to a Class 3. On a typical $250,000 brick home policy, that Lacombe rating upgrade translates to about $85 a year in savings.

That specific amount might not sound like a windfall on a large real estate transaction. However, small premium savings compound over a long installment schedule. If a buyer and seller enter into a five-year private mortgage or Bond for Deed, that single rating improvement keeps $425 in the buyer's pocket over the term of the contract. In a market where buyers are carefully scrutinizing their monthly housing costs, every available reduction improves the financial stability of the arrangement.

Escrowing for Taxes and Insurance

When a Bond for Deed or private mortgage is established, Escrow Services, Inc. collects the Document Preparation Form from the closing attorney or title company. We then build the third-party ledger that tracks principal, interest, and the exact reserve balances for taxes and property insurance. By creating a clear, automated schedule for the buyer's monthly payments, we ensure that the property is protected by continuous coverage and that the underlying tax obligations are paid on time.

In a Bond for Deed, the buyer has the benefits of home ownership and typically pays the property taxes and the property insurance. Because the buyer is funding that escrow account, any reduction in the annual insurance premium directly lowers the total monthly payment required from the buyer. A lower monthly obligation gives the buyer more breathing room in their household budget, which in turn benefits the seller by reducing the likelihood of missed or late payments.

To realize these savings, the parties have to actively monitor their coverage. When a policy comes up for renewal, the insurance carrier does not always automatically apply a newly improved fire district classification. The property owner or the buyer funding the premium needs to check with their insurance agent to verify that the upgraded fire rating is reflected in the quoted renewal price.

Broader Savings Across Louisiana

This concept applies beyond just St. Tammany Parish. Across the state, Louisiana insurance rates across all lines fell an average of 0.4% in 2025, and while homeowners premiums still rose overall, nine homeowners rate decreases were filed that year. In January and February 2025 alone, the Louisiana Department of Insurance approved seven residential insurer rate decreases ranging from 4% to 11%. SureChoice Underwriters, the state's second-largest homeowners insurer, implemented a 7.5% average rate decrease effective in February 2026 for more than 73,000 policyholders.

More carriers are also entering the state to write coverage. Between the start of the 2024 legislative session and March 2025, the state licensed ten new homeowners insurers. Between January and April 2026, three more insurers were newly licensed for homeowners coverage, with four more applying. More carriers in the market means more opportunities to shop the rate when a policy renews during the term of a seller-financed agreement.

Buyers in seller-financed properties can also actively reduce their premiums through physical improvements. The Louisiana Fortify Homes Program offers grants to upgrade roofs. The state currently counts about 13,000 grant-funded and 8,300 unsubsidized FORTIFIED roofs. A Louisiana Legislative Auditor analysis found that these grant-funded roofs cut insurance costs at a median 22%. The Louisiana Department of Insurance is also drafting benchmark discounts that insurers must meet or actuarially justify for these fortified upgrades. If a property receives a new roof during the installment term, the buyer must ensure the insurance agent applies the discount so the monthly escrow impound can be adjusted downward.

The Compounding Value of Lower Carrying Costs

St. Tammany Parish remains an active market for residential sales, meaning buyers are constantly evaluating carrying costs. The parish saw active months leading into the summer, with March 2026 closed sales jumping 50.4% to 343, and pending sales rising 49.1%. By May 2026, the parish recorded 386 closed sales at a $305,000 median. In July 2026, the parish recorded 374 closed sales at a median price of $307,900. For buyers acquiring properties near that median price through seller financing, capturing those modest premium reductions through an updated fire rating makes the overall cost of homeownership more manageable.

Seller-financed transactions frequently serve as a bridge to a later refinance. The buyer might need a few years to build a stronger credit profile or to wait for more favorable conventional lending conditions. During that bridge period, keeping the monthly carrying costs as low as possible is a shared goal. If the buyer is saving money on insurance, those funds can potentially be directed toward property improvements or building cash reserves for the future conventional loan closing.

Whether the transaction is structured as a private mortgage or a Bond for Deed, having an independent professional track the escrow balances removes personal friction from the deal. A Bond for Deed is a contract to sell real property in which the purchase price is paid by the buyer to the seller in installments, and the seller agrees to deliver title to the buyer after the payment of a stipulated sum. Louisiana Revised Statute 9:2943 mandates that every buyer payment for a Bond for Deed on mortgaged property go to either a banking institution or a licensed escrow agent. At Escrow Services, Inc., our team provides external management for these specific circumstances.

Our systems manage the reserve accounts for taxes and insurance, meaning that when an insurance premium drops, we can adjust the collection schedule accordingly. We collect the single monthly payment, protect the funds, and disburse them to the correct parties, including any underlying mortgage holder. This neutral barrier maintains the professionalism of the investment and provides the buyer with an objective payment history that conventional mortgage underwriters will eventually want to see.
